Equal Funding for Charter Schools is crucial to the success of these public schools. There is a great deal of false information being provided to members by the NC Schools Boards Association and Superintendents. I appreciate the opportunity to set the record straight as to what HB 539 does. Prior to 2010, charter students received an equal per pupil share of all local revenue dedicated to education. HB 539 does not completely return all items to charters. It does return many items unreasonably denied public charters since 2010. It is a reasonable compromise. First, there is not a good reason for any school to be able to keep dollars for students they do not serve. Across the State, charter students only receive 73% of local per-pupil funding district students receive. LEAs keep the rest. |
